GMT 16700 open or closed "6's and 9's"????

I was looking at my "E" series GMT 16700 and given todays date of the 29th I took a close look at the date and noticed that the date wheel has "closed 6 and 9's". Is this correct or should it have the "open 6 and 9's"???
