Is it a "Flour Spring Duster" adjustment tool?
You can adjust the tension on that spring, to give more control on how much flour you dust. |

After seeing the accompanying tools, including the large needles and string, I'm guessing they're for upholstery work; maybe leather? The particular function of the one you pictured.... not sure! What do the other sides of the three knob thingys look like?
