Quartz question?

Are the AP quartz version self wind? What does mean self wind on quartz?

If it's Quartz it cannot be self wind. Self wind means it's an automatic movement.

That's what I know. But I believe seiko made a self wind or something similar

The Seiko self winding watch to which you refer may have been mechanical and not quartz.

Many Seiko watches are mechanical and were advertised to have the advantage of not needing battery replacement as in a quartz watch. Perhaps the appearance of the term quartz with self winding in the same advertisement or article suggested a combination of the two.

I don't know if Seiko made a hybrid--they are so techno oriented it would not be surprising (or maybe mechanical/solar since Seiko became concerned about the toxicity of batteries).

Automatic quartz movements (wrist-motion-powered quartz-timed movements) have been around since the 1990s. Seiko refers to theirs as "Kinetic." Citizen calls theirs "Eco-Drive." ETA even got into the act for a while.
