Questions about my no date sub

I recently purchased a used (in mint condition) no date sub. I was told by the seller that it is ref # 14060 manufactured in 1999.

I was surprised when I went to rotate the bezel that it did not "click" and that the bezel rotated in both directions, instead of counter clockwise only.

Is this right? I know that the older subs had bi directional bezels. What year did Rolex go to a uni directional bezel?

Is there a way to verify the manufacture date of the watch based on the serial #?

One other question. The watch only has 10 links on the bracelet and will not even fit on my wrist. How many links should a no date sub have?
