Dealer not include white swing tag?

I just checked my box and papers and a recent purchase didn't include the white swing tag which was included in my previous purchases. Is this normal now or was it an oversight?

Completely normal.
Wife and I have many Rolex and never have gotten a single one.

My understanding is that the white swing tag forms the "full box and papers"

You are going to get two types of responses

1) That’s silly. It’s a tag and means nothing. All of this “complete set” nonsense has really gotten absurd!

2) It has the serial number and it’s an important part of the set. If I’m buying a watch, I want it!

I have never had one held back from a US dealer. I do understand they hold them back in other parts of the world.

That's normal in some parts of the world, and more so recently. My last 2 did not have white tag.

I’ve always got them when buying new, and when looking for watches not from an AD I would prefer it included in the sale. Without it, it’s not a full set.

With some models it also confirms the dial colour which the watch was originally sold with.

I have it on good authority that if you do not have the white tag and all the other bits of sticky back plastic, the white tag police will find out visit your house and order your watch to be destroyed.

^^^This for me too - have always been given them by my AD without the need for asking + confirms the original dial spec with serial number for future reference.

You totally got screwed dude. I would check to see if the AD was legit or just store front for some illegal activity.
I have heard they set up fully functioning store fronts to sell fake watches, and thats why you didnt get the white tag. Sorry for your loss dude. Hard lesson to learn.

As said above, you will need it to sell the watch for the most money, otherwise it is really meaningless.

A good friend of mine who also happens to be my Rolex mentor, mentioned that if the white tag isn’t included,you don’t really have a special relationship with your AD. Subsequently, when you go to resell the watch, you will take a hit on the value (more importantly, street-cred on TRF) because many (collector) people have indicated that it’s very important to have one. You know, all things being equal, wouldn’t you rather have the one with the white tag?

Only in the world of TRF. In the real world, that white tag is completely insignificant. To give it such importance is quite comical.
