Sad question
It might be sad that I am asking this question, is there someone here got a definite answer to my perhaps silly question.
Recently I have had some number 2 problem and I noticed toilet tissue is 2 ply. If the perforations get out of sync you have to flick the top layer round. Why don't the manufacturer make single ply at the same thickness as 2 ply? It is not likely anyone would use one layer of 2 ply at a time.

Try a different brand. I got fed up with the problem you describe when using Northern. Also, they reduced the size of each segment. So far, no problem with Charmin.
