I believe California collects sales tax on used cars...about a dozen years ago I sold my brother in law my (very) used car for about 1/2 of what it was worth (a favor to him)...and I had to charge and collect sales tax on the sale, and send it in to the DMV when I signed over the pink slip (title document).
