It looks like the dial and hands have been replaced. I would think they would have more patina to them.

I have the same issue with my 1981 5513,quite a bit worse than yours.I don't believe it could be repaired,only replaced since its so thin.I spoke to Riki from Timecare,he said a new hand could be used,and the new lume could be scraped off,then put dead lume on the hand,and match the colour.

I would leave the seconds hand alone. It's corrosion, which is fairly common. Not sure it means that moisture has gotten into the watch. It could just be age. I think a bigger issue is the polish on the case. It's had quite a bit, especially the lower right lug, which looks a little thinner than the other lugs. (Could just be the photos.) I would ask for more photos of the case/lugs. Also, I wouldn't assume the dial/hands have been replaced just because of the color of the tritium. On one end of the spectrum, you see some dials/hands that have turned yellow/orange, and on the other end, others stay quite white, depending on how the watch was worn, what part of the world, and exposure to the sun over the decades. Importing a Rolex into the USA from another country can be frought with issues. I've attempted it a couple times, and I don't think I would attempt it again
