There are times when a website is being refreshed that the URL may not respond. It all depends on how the webmaster handles updates. Some will switch to a backup server while updating the primary server by cloning code s/he had running on the development server.
Newer managed web hosting providers handle all that seamlessly for webmaster in the background, but some websites still use their own DIY hardware/software.
