It's a cover to help insulate the faucet during winter. Not sure how useful they are, but they don't hurt.

Those insulated covers are very common in Oklahoma. Maybe it doesn't get cold enough where you are to see many of them?

Nope - it's a little something that helps with anxiety. Once or twice a year, they come in handy in these sort of situations.

A couple of weeks ago you described being caught short in the bathroom with the 'runs'. Why not hang two or three pairs of the encrusted underpants you described in YOUR bathroom. That, I believe, would be a good deterrent.
