I am from Finland but have lived in California since 1974. I have never owned a Rolex but have got bitten by the bug and am looking for a basic steel Submariner. Cruising the web has given me much trepidation since I feel like a minnow in a school of sharks. I am looking for something less than 3500 dollars if that is realistic.

$3,500 might be a little on the low side, but it is possible for say a used no-date 14060M Submariner.
Remember you usually get what you pay for. It depends to some extent on what model Submariner you are looking to buy.

Welcome to TRF
Keep your eyes on the for sale section and here and there you might find an older sub for $3500 or so... but for newer ones you have to bump it up few more $100s

Welcome to the forums!
You should be able to find a Submariner near that price range. Boxes, and papers may be absent around the $3,500 mark, but a newer one is only a little more, and should have all of the bells, and whistles $4,200ish |
