Is it a "Flour Spring Duster" adjustment tool?

You can adjust the tension on that spring, to give more control on how much flour you dust.

After seeing the accompanying tools, including the large needles and string, I'm guessing they're for upholstery work; maybe leather? The particular function of the one you pictured.... not sure! What do the other sides of the three knob thingys look like?

The second set of tools - maybe for linoleum?
