Icon5 SCOC Notation

I've noticed on some of the older, (late 90's) no date Submariners, there is no SCOC printing on the dial. Are these watches not Chronometers? Thanks.

The non-date Subs have not been COSC certified until just this year. (with some exceptions)

By Swiss law, that means they cannot be called chronometers.

However, they have used the same movement as that used in many other COSC certified Rolex watches.
