I doubt it. The shape of the EL doesn't even follow the contour of the case. I would not recommend "spur of the moment" purchases of pre-owned Rolexes. Ever. Such purchases require due diligence. Always.

As others have stated it is normal. I have had mixed experiences with vintage lume. My 1996 Explorer the lume is totally dead. My 1966 5513 Sub still glows after light exposure which is somewhat common for mid 60's gilt dials. Most of the vintage Rolex tritium dials I have had are dead.

You simply need to get the hands replaced at service time.

Half life means half as energetic; ultimately the activity should reduce by half every half life period. In the dark with eyes adjusted it could still be visible although with the small dots it hardly had good lume to begin with.
