If you go into the "buyers sellers whos who" section here, you can search any seller and read all the feedback and posts left by members who have dealt with them, and make an informed personal decision.
As far as charging extra, I dont think its illegal since most sellers here sell privately, not sure about US laws you would have to do some research unless someone here knows?
