Just as they can offer the much asked for "discount" (below MSRP), so too they can sell for above MSRP. Some Dealerships have an overall policy, but we have seen too many up-charges at AD's to say that it is a "Rolex policy".

If one can then they all should, this market is so skewed now that anything goes so ADs should wake up and in unison just price their watches at whatever they want, Rolex can't do much about it if they all together take the "suggestion" as literal. It's probably better for the punters too if it replaces the hassle of bundle buying, and it means no more VIPs and secret list paranoia and profiling.

This is a reasonable business practice for in demand items that command a higher than MSRP price point.

This issue was exhaustively discussed in the thread “Buyer’s Remorse..” I think taking the time to report ADs and other businesses charging above SRP smacks of being a sore loser.
