Submariner Bezel Not clicking (2004 16613)

Pretty much as the title suggests.

Just purchased a 2004 16613 from a friend, the bezel rotates anti clockwise as it should, however doesn't 'click' as one would expect, it simply rotates freely wit a degree of resistance.

The watch was inexpensive enough to allow a degree of margin for repair.

Is this a straight forward fix or hellishly expensive debacle?
