Well, since it's the mega capital of Rolex, it's an incredibly competitive environment to sell in. Why wouldn't he sell on eBay?
If the watch is a good genuine item, would you sell it on Ebay with their 10% commission, Paypals 3% commission and the risk of lost in postage? HK has a market for Rolex, any Tom Dick and Harry has one, so why would you sell it on Ebay?
