AD is being a little stubbon. Phone Order??

I bought from this guy before... and this is my second watch. So I want to buy a watch today via phone order before the price increases. He insisted that there is a lot of verification/steps to do phone orders.

He says that he would need Rolex's loss and prevention to approve my payment before it gets charged.. Obviously.. tmr is New years so they wont open and it will take 1-2 business days to be approved. Is he lying to me?

I dont understand how after I give you my credit card and charge it or asked to be approved on the 31st.. Should'nt I be locked in for the MSRP as of the 31st of Dec? before the price increase?
