I have been getting fitted at Nordstrom for probably 15 years. I have found their advice to be generally good. This is through weight gains for 2 kids and subsequent weight loss. The size does vary by brand. I think they told me that the D in the smaller size is the equivalent of a C in the next larger (e.g. 32D + 36C), in many brands. This makes sense, as it's hard to get a universal size in any piece of women's clothing, unlike men's sizes that run by inches (e.g. 34 X 34 pants). You just have to go with what's comfortable.
