Need help reading 16710 Swiss Only Dial

Hope you're all healthy and well.

I'm buying this to add into my collection.

It's a 1999 U890... serial 16710 swiss only dial.

I've personally inspected the watch and it looked OK. Case has been lightly polished but the dial matches the year, serial, down to the bracelet, end links and clasp codes.

However 2 things rang my bell:

1. The warranty card doesn't have the country code punch

2. It's serviced by RSC back in 2017 but when I used my 30x loupe, I saw 2-3 specks of dust somewhere inside the dial.

Questions:

- I've never seen a paper warranty card without the country code punched. FYI Chow Tai Fook is a big luxurious watch retailer group based in Hong Kong. Is the paper legit? Was it normal back then that some papers were blank without the country code?

- Unless the watch was reopened by another watchmaker in between 2017-now, is it even possible that RSC didn't blow the dusts off from inside the dial after they're done with servicing?
