C.T.M ...Contrôle technique des montres...anyone ever heard of this?

From 1961 through 1992 there was a State Agency in Switzerland, based at Neuchâtel running a program called the «Contrôle technique des montres» (CTM). The official name of the Agency was «Contrôle officiel de la qualité de la montre» or the “office of quality control of watches”

This inspection rubric was promoted by Marcel Reuche of Ebel and the FHS, among others. From all indications the rubric involving stringent customs controls to guarantee Swiss watch-making precision throughout the world. I would like to know how this program worked and what the inspections consisted of. It would be great to have a citation to the specific law.

My guess is that CTM was somehow a precursor to the Law on Swiss. Made. The Law on Swiss Made ("Ordonnance réglant l’utilisation du nom «Suisse» pour les montres" RS 232.119) did not exist until 1971. Therefore, there must have been some other enabling legislation or set of regulations pertaining to the CMT, as it is frequently referred to.

Can anyone help further my research with a citation or other lead to an explanation of the CMT?
