Under the assumption that grey dealers would actually source product from several ADs, it would be difficult for Rolex to impose any penalties on the AD itself. It goes along the lines of your thinking, just at another scale (find it difficult to believe that the current grey offer has been sourced by individuals queuing up for years to get a Daytona).
