Is there a "correct" way to set two time zones on a GMT Master II?

I am seeing different videos on how to use the GMT hand on a GMT master II. Some are setting the GMT hand to local time and then moving the bezel. Others are setting the time on the GMT hand first and then setting the local timezone with the hourand minute hands.

What is the proper way of doing it? Is there a proper way?
