I have always found that if there are gaping holes in one area of a business's policy

then there are probably lots of other areas where it has problems. It's better to go to a company that at least can demonstrate it knows what it's doing on the basic stuff than to have the possibility of your watch being damaged through mishandling, or subjected to long delays because of poor paperwork. Inevitably, an incompetent company is a nightmare to deal with when things go wrong as well, trying to shift blame and refusing responsibility. You don't want to go there, believe that.
