Brushed finish on lugs

I noticed on the two Rolex watches in our family that the brushed finish on the top of the lugs is quite course looking.

Obviously, this is the style Rolex uses and is not poor finishing but compared to other brands it looks a bit rough.

Any reason why they don't use a satin-type brushing like they do on the bracelets? The contrast on the tops of the lugs is quite noticeable compared to the endlink.
