are authorized dealers required to pay restocking fee?

if perhaps a customer was to put a deposit on a watch and change his mind the dealer would most likely charge a restocking fee on the item my question is would the dealer be required to pay a restocking fee to their supplier if a watch is ordered and the client perhaps choses a different model or decides to cancel his order or never sbows up. that's if the dealercan return the watch to their supplier. ???????
