Help! GMT II with 16700 movement?

Need help from the Rolex experts. Was a Rolex GMT II ever made with the 16700 movement (the one where you can not set the hour hand separately, but instead set the date separately)? I am looking at buying a guy's GMT II, but it has the 16700 movement apparently, and I always thought that all GMT IIs had the ability to set the hour hand separate from the GMT hand. Am I wrong? This is an N serial if that helps. Help!
