Midge or other biting insect prevention

Hubby and I are headed on vacation to Iceland in early July. We have been warned by several people about "midge swarms" as we are out trooping about the countryside. We've been advised to bring the heavy duty bug spray. I know from experience that the TSA will confiscate any aresol sprays. I've been looking at the OFF clip on repellents. Does anyone know 1) do they work and 2) can I pack them in the luggage and get them thru the TSA and customs
