1/60 is slower. They are fractions of a second, so 1/1600 is one sixteen hundredth of a second, 1/60 is one sixtieth of a second. 1/2 would be a half second and 1/1 would be one second.

So by using the slower shutter speed of 1/60, the shutter stays open longer and therefore blurs the movement. You have to follow the car with the camera to make the car sharp and the background/wheels blurred.

1/1600 means the shutter is open for a very short time and therefore freezes the entire frame. If you do this with a car, it will look like the car is parked on the track.

Here is a photo of a pan shot with too fast of a shutter speed. Look at how this looks compared to my photo above. There is no sense of speed and excitement. The car might as well just be placed on the track and sit there. This is NOT what you want.



So you really dont need fast shutters all the time and when shooting from the public areas, most of your shots will be from the side so you want to make sure you pan properly to show the cars actually moving.
