Official Rolex Service Center... can't fix my watch?!?

I was given a Rolex Gmt Master a few months ago that was running sporadically (watch had no damage, was just sitting around for a long time). I took it in to Mayor's and they sent it to NYC to be serviced at the official Rolex Service Center -- they now say that they received a letter from Rolex stating they can't fix my watch and I need to pay another $150 to send it elsewhere (just to have it looked at)... just wondering if this makes sense? Has this happened to anyone else? Does Rolex have official repair facilities that do repairs different from a service center?
