The 16613 LB was only available with a sunburst dial. When the 116613 LB was first released the dial was a flat blue with no sunburst effect. After a few years the dial was changed to sunburst. Here's a photo from the web comparing the 116613 LB. The current production sunburst dial is on the left and the discontinued flat blue is on the right.

Left is sunburst/starburst and right is flat/powder blue.
