trying to understand 1675 Gilt dial...

As everyone always says around here, RESEARCH RESEARCH RESEARCH

I've been trying to understand the differences in the 1675 GMTs...love the reference thread about the dials, pointed guards, etc...

I saw this dial and am rather confused. The markers seem rather messy - esp at 12 o'clock. The watch is clearly a bit worn (a good thing) - but is the messy marker a result of age/damage...or did someone do a bad job of trying to re-lume it along the way.
