Black Bay Chronometer?

My new black bay black is running +5.1 so far as I get towards the end of week one (see below).
But - one thing that interested me was that in my box was a Tudor official chronometer certification (also see below).

I do not believe that the Black Bay ETA movement is a certified chronometer (although +5.1 is within spec) and so I assume that the sales staff at the AD put the COSC certificate in my BB box by mistake. Unless anyone here knows different?
