If it's listed/communicated as a condition to the sale, that is different. Then you have the right to not buy from them.
If you purchase the watch, and this is NOT communicated to you, then you have the right to everything that comes with that watch. If my AD told me they were keeping the card before I bought it, I wouldn't buy it. If they didn't explicitly state that, or worse they told me they wouldn't but then backtracked, I'm pretty sure a simple trip to small claims would rectify that.
