Lake Lucerne vs. Jungfrau Region

We are going to be in Switzerland next week, spending a few days with friends in Basel, and then three days in Wengen (and thereabouts) before taking a train to Zurich and spending a night there. Forecast for Wengen and Jungfrau Region is not good for the time we'd be there (Sept 5th - 8th) and our hotel is cancellable until tomorrow. Weather looks better in Lucerne, which we were planning on going to for the day when in Basel. Does it make more sense to just spend the three nights in Lucerne? We'd like to do some light hiking and see the natural beauty of Jungfrau, but if it rains every day, that might not be so great. Thoughts?
