T Swiss Made T Question

I have an E serial Oysterquartz. I believe that would make it 1990's. The Dial says T swiss made T, which to my understanding contains some amount of luminescence material which I think is tritium. I was wonder what the life is on this luminescence material because no part of the hands or dial markers glow. I inherited the watch from my grandfather in 2004 and even then it didn't glow, i was just wondering if this is normal or should it be glowing now.
