Yea, the "scratches" around the date window is spidering. When Rolex first introduced the gloss dials in 1984, the lacquer would crack and spider on many of the dials. It can look pretty cool when the whole dial spiders out evenly. Some collectors really like it. Some hate it. I happen to really like it when it's very even and the cracks are sharp like crackled ceramic.

This issue was fixed pretty quickly. I haven't really seen it happen on any models after 86 but I could be wrong about that.
