14060 U serial dial question

Hi all,

Came across a interesting watch. With an interesting dial. It’s a U serial, but it says “Swiss Made”. I thought that came well after. I searched this a bit and found some other folks with U serials that said “Swiss made”, but it was rare. Was it common for Rolex to replace dials when serviced, with a newer one?

Possibly an early U with dead tritium dial and subsequent service dial. Skipping the SWISS only dial it should normally have.
