Guys, I know it's a faucet!! (but Lisa, i hadn't considered your interpretation - must be all those art history classes!)

It's a cover to help insulate the faucet during winter. Not sure how useful they are, but they don't hurt.

Those insulated covers are very common in Oklahoma. Maybe it doesn't get cold enough where you are to see many of them?

A couple of weeks ago you described being caught short in the bathroom with the 'runs'. Why not hang two or three pairs of the encrusted underpants you described in YOUR bathroom. That, I believe, would be a good deterrent.
