16030 Datejust with no lug holes?

Hi all, came across a very curious example of a 16030 case that was being sold online that doesn't have lug holes and wanted to get some expert thoughts on it. Case overall shape looks ok to me and R serial puts this case somewhere around 1988 production. The '0' in '16030' engraving looks a bit off but otherwise engravings look ok to me as well but shouldn't all 16030's have lug holes? Even the later 162XX had lug holes for a few years before they did away with them on the datejust models so this isn't a late transition model overlap sort of thing like the 'tritinova' dials. Tried searching for vintage 160XX datejusts without lug holes but came up empty.

Seller has good overall feedback for many genuine watches and parts but has also had 'aftermarket' solid 18k daydate and datejust cases. Is this case a total fake and they forgot to drill lug holes? An anomaly that made it past Rolex qc? A refinished / re-engraved genuine case that had lug holes laser welded and reworked? Interested to know what the experts think about this one.
