Fedex import tax duty on repair return from overseas?

I wonder if any of the you guys experienced this?

I received a watch repair return from Canada to USA, I already recieved the watch. But Fedex sent me an invoice on the import duty for the watch?

I thought the watch would be duty free since this is a repair return to me? Its not like I bought an item and have it shipped to me??

Any chance I can dispute the duty?

They'll duty goods for value of the goods or value of the repair, also no duty on warranty repair - but one must state which occurred.
