I believe that is a rubber band weaved bracelet. I see them on a lot of the little kids at my son's elementary school. Very trendy. Not a fan, but to each his/her own (Looks cute on the kids though).

All my kids are weaving these things...I have about a dozen of them! Lol. Made of small rubber bands assembled in a plastic "loom". Pretty cool way of keeping them entertained.
