Some kid do deserve to get smacked. But too many parents would botch the implementation

The other day, I saw a parent letting her kid run around a shop like a bored beagle. First she was laughing about it, then she started playing a video game on her phone and ignoring the kid. When the kid came back, she smacked her in the face for acting out.

So what exactly did the girl learn...That running around a store is good and makes mom smile? That it's bad and leads to punishment? That her mom's smartphone is her true top priority?
