Rolex gave me a figure of 700 and up range . but that is just a ball part figure because they will not give me the real estimate without taking the watch apart. Since its been tampered with. there will be a $150 fee (usually free). They can not just fix the bezel and the speck on the marker without doing the whole service thing. If an authorized service center did the previous service. They can just do the bezel and remove the speck / dirt and brush/polish the watch. I will be returning the watch. :) I will be on the market again when I get the refund.

I think you made a wise decision. A non Rolex authorized service does not necessarily mean the work will always be bad, but in this case it was, and you will not regret returning it and ponying up a bit more for a mint condition.
