Basing it off the LC would compete with already existing LC-F models and make it much more costly putting it into another price bracket entirely. Seems to me the logical base to start with for this iteration is the 86 (which is the closest spiritual successor to the Celica) - problem is that this is a Subaru based model, not Toyota so they would be limited in what they can do to it.
