I think I would ask for the whole price of the car in writing with legal header. Go into torts if any and the manner it happend. Explain why their process is not acceptable.

Then take them to court. You should win court fees and may even get triple damages. I think you are close with the hit and run aspect but may need to get a bit more from how they respond to the letter. I would prob. fix car out of pocket so you know the exact amount and I would def try to get lost value and calculate interest so you have a backup # if the judge doesn’t want to award full price of car.

Go with your insurance company. Get the car fixed where you want it to get fixed. You never know what other damage or issues might be found during the tear down process.
If FedEx cuts you a check for your estimate what happen if they find further damage or the repair is not down correctly? You will be stuck because their check to you will be full and final payment.

EDIT: Option of waiting for check is the worst idea. There will likely be issues that come up during tear down / prep. If there needs to be a “supplement” or “sup” Payment as they’re called, you’ll have to file another claim, get more paperwork and play the waiting game again.

(At some point my family owned a body shop where I washed cars and helped prep cars)

This except it will fall under collision, it won't matter unless you have diff ded for comp and coll, let your insurance company handle it, this claim will NOT count against you.
Your deductible will also be returned once they subrogate the insurance carrier of Fedex and receive payment, you should also file for diminished value as your car is fairly new, when the time comes to sell or trade, this accident repair will count against the value of your car.
FedEx will also be responsible for nominal rental car reimbursement while your car is the shop.

Thanks Walter for adding - You're absolutely right. I based my comment off a rider that was in place in my policies that handled comprehensive/collisions differently but I realized that it was structured this way as part of a business policy and that this was not the norm.

I realized after the edit comment time had lapsed. Hopefully OP doesn't carry the weight of dealing with a claim himself.
