Here's the jig I made the shave the diameter of the ceramic insert using a Dremel tool and a fine tooth file. It's basically three discs (one sized to the I.D. of the insert sandwiched between the remaining two sized to to O.D. of the insert. The 6-32 machine screw fit the chuck of the Dremel perfectly.

Expanding mandrel used on lathe with carbide tooling should make quick work of this project.

The engraver told me it was a two part jewelers epoxy, that adheres extremely well and sets very hard.
