This one is tricky as the answer is complicated. The Gold band clasp is original. However they may have been retained and the band links section changed out. You rarely see 40 year old jubilee bands in good condition, I am always suspicious. It's from Italy where they make them also. It may also be a Rolex replacement you need to check the link construction and screw on these. If you can use paypal I would go for it. As the dial is quite rare and desirable.
As for the steel band another hard question. You need to check screws and links once either by good specific photos or the watch in your hand, again a trusted person or PayPal to allow returns is essential. The photo is not adequate to see all that is needed. The date code falls in the period these were made.
