Advice Need: Second Hand Moves when Setting Time

My submariner is having this problem, the age of the watch is around 3 yrs old and bought brand new.

When I pull out the triple lock crown for time changed, I realized the seconds hand are still moving and I am able to change my time.

Any expert can advice if this is a serious issue?

This watch has been keeping time accurately and I have repeated trying to pull out the triple lock crown for time change, sometimes I managed to stop the seconds hand and sometimes I don't.

Help needed.
